Tenant-Landlord Assistance Project in southern California courts

The TLAP program in California provides legal services to qualified tenants and landlords involving unlawful detainer actions.

Basic Information

Short Description

The TLAP program operates in the San Bernardino and Riverside Counties Superior Courts.

It is a partnership between the courts and the Inland Counties Legal Services legal aid housing practice group.

It is staffed with an attorney and a paralegal that go to locations and times listed previously, to provide legal services to qualified tenants and landlords involving unlawful detainer actions. Telephonic assistance is also available.

The Attorney negotiates on behalf of clients to attempt to resolve the litigation and in some cases may directly represent the clients.

The TLAP program clinics are located at local superior courts throughout the 2 California counties. Some are available once or twice a week, some are open nearly every day the court is in operation.

How does the program work? What are the typical paths of action that the beneficiary + the service-provider take?

The TLAP program operates in the San Bernardino and Riverside Counties Superior Courts. It is staffed with an ICLS attorney and a paralegal that go to locations and times listed previously, to provide legal services to qualified tenants and landlords involving unlawful detainer actions. Telephonic assistance is also available. The Attorney negotiates on behalf of clients to attempt to resolve the litigation and in some cases may directly represent the clients.

The ICLS agency takes a holistic approach when helping people combat any legal issue. The Housing Practice Group leads housing and homelessness prevention efforts alongside the Systemic/Impact Litigation Group, which takes on a broader approach to helping people with housing issues.

The ICLS Housing Team also works in conjunction with other practice groups (consumer (includes tax and bankruptcy), education, family, health, housing, immigration, outreach (seniors), public benefits, and systemic/impact).

What are the plans for monitoring and evaluation?

There are regular check ins with other agencies with mutual efforts. There is grant reporting multiple times a year. They also conduct client needs assessments to evaluate progress.
